which anyone can add to or edit.

As World University & School's wiki grows potentially in all languages and countries, with individuals teaching and learning at, other video hosting sites (as both educational content and archive), in digitally creative ways, in virtual worlds, and in group video chats, WUaS will develop the following information technology and data management plan.

World University and School's Information Technologies and Data Plan

(Master Plan -

- Wiki (editable web pages, like Wikipedia), to integrate great universities' open educational resources, especially MIT OCW's, as well as facilitate people-to-people teaching and learning.

- Use the newly developing WikiData ( for the 'back end,' and WikiBase ( for the 'front end,' of the World University and School wiki; WUaS will probably become 'an instance of Wikibase.'

- Find, or build, a wiki 'front end' especially with output to a small, 2x3 inch screen, as wiki, on 'obscure' internet phone browsers (e.g. like Palm OS, etc.), with UniCode, for the developing world and in symbols from all 205+ countries and in 3000-8000+ languages, - given the benefits of wiki in terms of openness and group knowledge production, especially in the developing world. (Wikipedia is in around 285 languages, by way of comparison).

- Possibly use MediaWiki (e.g. Wikipedia), but it doesn't work well on handhelds. Possibly use SemanticWiki ( with MediaWiki.

- For the 'You at WUaS' main page - - use Quickbooks for Nonprofits to start as the 'backend,' and to manage communications, donor support, and to pay interns, and eventually as 'secure registrar,' for grades and transcripts (developing this as needed), and then add other Intuit software (see to develop the Bookstore and used/new Computer store ( Quickbooks is probably in many countries and currencies already. Integrate this database with WUaS's 'instance of Wikibase' ... and with MIT?

- Bookmarking information technology to add resources for this new handheld wiki for obscure mobile browsers?

And WUaS would like to include these goals:

- plan for Android / iPhone / Connect / smart phone mobile internet devices with video, wearable device such as computer glasses, as well as tablets, and for VOICE and group text chat for the Conference Method especially on handheld internet phones with browsers - - for teaching and learning, as the bare minimum hardware to begin to study for a MIT OCW-centric Bachelor's degree (perhaps for the first semester of an 8 semester Bachelor degree program).

- prioritize for DESIGN (like Apple has) & robust information technological development in hiring, as we aim for possibly 2-5 billion Universitians on the SCHOOL idea-social network side of WUaS, and for around at least 2000 (and scalable) undergraduate students (e.g. on the UNIVERSITY, free, degree-granting side, first matriculating in 2014, with MIT OCW for course curriculum (32 15 week MIT OCW courses over 4 years).

- WUaS, Wiki, Universal Translator, building on Google Translate, Sugar Labs' Translate, and other language translation projects.

- plan for 8000 languages, plus so-called 'dead' languages, invented languages, and make this wiki-extensible beyond, with UniCode +.

- plan for 10,000-100,000 musical instruments, in text and voice, in all languages, and wiki-extensible beyond this for WUaS's Music School -

- plan with OBJECT TEMPLATE - like - to be able to add individual archaeological and museum objects

- httpS:// for "secure registrar" for 3000-8000 languages - here's one example from wikimedia of secure wiki - - perhaps building on QuickBooks for NonProfits.

- Make WUaS an advertisement-free wiki

- .edu suffix (educational domain names network together and have advantages) in 2018, upon accreditation.

- e.g. = and =, eventually, upon accreditation at stage 3, after the first Bachelor's degree class graduates in 2018.

- Develop a robust Computer Science department (subject), - - whose graduates and students will eventually develop WUaS.

- Make WUaS very easy-to-use

- Make WUaS very attractive, in order to grow community easily

- Use fast computer servers and bandwidth

- multiple email lists, in all languages

- plan to develop html code for assistive technologies, from the beginning, and as the internet develops ( ...

- design the upcoming WUaS MediaWiki with 18+ year olds and 2014, incoming, MIT-like undergraduate students.

- plan eventually for brainwave devices / headsets, and a range of other emergent remarkable information technologies, and innovate with these technologies, as the world-class World Unviersity and School develops. Develop these hardwares eventually, as well.

World University and School would like to partner with MIT OCW, Yale OYC and other, great universities, for university academic standards and open course ware, and sharing of resources.

Years 2011 - 2012

Technological goals:

- Database of open Teaching and Learning Materials, in all 7,413 languages; anyone may teach to their web camera in this open wiki. Information technologies here include human minds. Anyone may teach to and learn, in real time, in a virtual world, like Second Life, using the wiki-like Google calendar, for example.

- Video capable hand held computer devices (e.g. OLPC and mobile computer devices - with robust video bandwidth and infrastructure in OLPC countries, and everywhere).

- Translation between all languages. Build on Google Translate + for translation? Be able to add Languages wiki-like. Hire coders to do this.

- WUaS ability to provide high bandwidth infrastructure for OLPC countries, and well as printable materials.

- a filter for all free, online educational services; While WUaS has a great universities' OER focus, WUaS is wiki-addable for, for example, a comprehensive and updated database of available courses and individuals who are willing to teach or mentor; a metadirectory for free, open courses, courseware and OER and in all 7413 languages and at least 205 countries; WUaS is course-centric. WUaS has a specific focus on this wiki list of great universities' ocw and oer at present - - as a robust program.

- a program to 'SUBJECT TEMPLATE-ize' - - and thereby MIT OCW-ize, Yale-ize, and OpenCourseWare-ize potentially any Wikipedia entry, and in any language. (This is all potentially mind-expanding :).

(- Semantic Wiki? - ? What interface, and how much can people add? Wikipedia is remarkable because of its community.)


Laptop/Desktop: One Laptop per Child size screen (6x4 inches), capable of virtual worlds like Second Life, and all related technologies as they develop, and streaming video; web pages - markup languages, what people create and do with this, etc.

Mobile: Handheld size screen (3x2 inches); NY Times' mobile format, with video, and translation of this, as video broadband develops

Televsion: ubiquitous around the world

Printer: Printable teaching and learning materials from World University & School for OLPC countries, and everyone, from OLPC and hand held devices.

New Technologies:

Engage, and help to generate, new technological developments (partnering with MIT?) robustly, as they emerge.

Budget robustly for technological innovation and experimentation.

Become the low cost worldwide provider of internet access, focusing on the OLPC countries.

Technological specifics

UTF-8 for all possible symbols in all 3,000-8,000 languages and musical notation, as well as symbolic/mathematical (LaTeX), etc.

database for 10,000-100,000 musical instruments, and extensible beyond?

universal translator - Google Translate to 3000-8000 language with sound possibilities

Secure - SSL - secure socket layer especially for searches, and, in general, as it grows

50 years out?

Open formats - like .xml - data portability

Thanks for this helpful information and knowledgeable perspective on IBM Watson, Bluemix and machine learning, and the time frame in which they are developing, Jim S.

Long-ish email ahead ...

Creative Commons' licensed (CC) WUaS is like CC Wikipedia (in 288 languages presently) with CC MIT OCW (in 9 languages presently) as you may know. For an overview of WUaS's 12 main areas of focus, planned for large languages and most countries in their main languages, and over centuries, see - .

Jim H (and Markus), in terms of a technical lead on WUaS's wiki side, and in planning for developing with artificial intelligence and machine learning as well as with the semantic web, WUaS is planning to develop in Wikidata / Wikibase / qLabel / MediaWiki / and probably Semantic Wiki, accessing Wikicommons in the process, and adding Linked Open Data anticipating machine learning developments ahead. See for example - . In this blog post are also three main developers' Wikidata / Wikitech and Semantic Wiki email list addresses, which both of you may already be receiving. Their new CC inter-lingual Wikidata/Wikibase database for 288 Wikipedia languages is what WUaS would like to develop in first, and hopefully in the near future, moving from WUaS's current Wikia wiki with about 687 wiki pages/schools in English only so far. (See, too - ).

If either of you, Jim H. or Jim S., are following the current Wikidata email list Templates' conversation, Wikidata will probably integrate Templates in the next near while. WUaS would like to develop around this SUBJECT TEMPLATE - (which is central to all the WUaS pages so far) - and then into many of 7,106 Languages' wiki WUaSes via - - and 242 + Nation States' WUaSes via - - each a wiki school or university. And then with a Museums' Template, etc. and connecting this with virtual worlds, as they become further interactive, 3D and movie realistic.

Markus Kroetzch, founder also of Semantic Wiki, and the other two initial core Wikidata developers (Daniel Kinzler and Denny Vredicic, as well as Lydia Pintscher) at are potentially important contacts for much of this, and especially with Wikidata's volunteer communities in 288 languages, although a WUaS technical lead would hopefully begin gradually to build WUaS in Wikidata without them, - and I don't have the knowledge for this.

Jim H, in terms of a technical lead on WUaS's MIT OCW side (e.g. and and, and especially eventually adding Linked Open Data anticipating machine learning and A.I., I have been in communication with Yvonne Ng at MIT OCW, who offered WUaS the possibility and licensing agreement to develop in the Indonesian language, since one of WUaS's board members is a lecturer at the University of Jakarta, but WUaS didn't have the resources to follow through on this at the time.

I'm including Yvonne in this email as part of developing this conversation. Yvonne, in what ways might it be possible to add Linked Open Data at this stage to MIT OCW to anticipate machine learning? And in what ways would it be possible for WUaS to collaborate further with each of the Universities which seem to have translated MIT OCW into their languages ( ), and grow this list of Universities into thousands of languages (perhaps in conjunction with Wikipedia's language communities for volunteers), as WUaS builds accrediting wiki CC MIT OCW-centric schools and universities - and for online university and high school degrees in large languages - and eventually with A.I. and machine learning and in conjunction with Wikidata/Wikibase?

Jim H, WUaS plans to send the initial state of California BPPE accreditation documentation in in January 2015, if we can raise the $5000 in fees, and accredit on MIT OCW Audio / Video courses ( ) in English first, with students applying this autumn 2015, as if applying to MIT itself, and then matriculating online in autumn 2016. For all of this WUaS is in search of a technical lead, as well.

By way of introduction:

Jim Spohrer, is IBM Global University Director, and went to MIT in Physics as an undergraduate, and has a Ph.D. from Yale University in a Computer Science related field.

Jim Hendler went to Yale as an undergraduate and has a Brown University Ph.D. in a Computer Science related field. Jim is a Professor of computer science at Rennsalaer Polytechnic.

Markus Krötzsch has a Ph.D. from the University of Cologne in Applied Informatics and Formal Description Methods. His "research interest is the intelligent automatic processing of information, ranging from the foundations of formal knowledge representation to application areas like the Semantic Web. He is the lead developer of the successful Semantic Web application platform Semantic MediaWiki, co-developer of the highly efficient OWL EL reasoner ELK, co-editor of the W3C OWL 2 specification, and co-author of the textbook Foundations of Semantic Web Technologies." He currently leads a group at the University of Dresden.

Larry Viehland is CC MIT OCW-centric wiki World University and School's Chair of the Board, and went to MIT in Chemistry (as did his wife Kim) as an undergraduate, and has a Ph.D. in Chemistry from the University of Wisconsin. Larry is Professor of Chemistry and Physics at Chatham University and outgoing chair of its Science department.

Yvonne Ng is External Outreach and Annual Giving Manager at MIT OCW.

Steve Carson is former External Relations Director at MIT OCW, and with whom I've met twice in person in Cambridge, MA in the past few years. He is also former president of the OCW Consortium.

Jim H., would you be available possibly please as technical lead to help guide all of these developments from Wikia hopefully to Wikidata / Wikibase and including the Semantic Web - and while anticipating developments in A.I., machine learning in all 7,106 languages (and countries)?

Could the Carnegie Library philanthropy across the United States be a model for organizing some of these universities around the world in terms of languages, where Andrew Carnegie gave the initial monies, and local governments took on the financial responsibility after this? Could MIT OCW-centric wiki WUaS provide the beginning universities in large and languages in all 242 countries and the "MIT"s in each of those languages and countries help to develop the MIT OCW in those languages, and the governments, and education budget lines, in each of those countries contribute financially for WUaS accrediting MIT OCW-centric degrees? I hope so.
